Hard-Effect Rules
- Confirmed OFAC / sanctions match → automatic NOT VERIFIED floor
- Active securities enforcement against the subject as a prospective ≥20% owner → ceiling at PROVISIONAL pending issuer / counsel review
- Failed identity verification → grade cannot exceed PROVISIONAL
